Big changes are in store for carriers and the companies that hire them, as FMCSA rolls out its new Comprehensive Safety Analysis (CSA) 2010 safety program nationwide. CSA will be used to identify and correct high-risk carriers and drivers, with the goal of improving safety for everyone on the road. A few key points to remember:

  • CSA 2010 replaces SafeStat with a new Safety Measurement System (SMS) that relies heavily on roadside inspections.
  • Carriers will be ranked according to seven Behavioral Analysis Safety Improvement Categories (BASICs)
  • Five of the seven CSA BASIC scores will be available on the FMCSA web site, beginning no sooner than mid-December. Lower scores are better.
  • If you hire carriers, get CarrierWatch® to validate and monitor CSA scores, authority and insurance records for all the carriers you use.

As CSA rolls out to replace the familiar SafeStat, brokers and 3PLs will be changing due diligence processes to accommodate the new safety metrics. Review your procedures now, if you haven’t done so already. Here are a few pointers:

  • Determine the threshold of carrier safety performance that is acceptable to your company and your customers.
  • When the data is available, look up the CSA scores for every carrier you use, add that data to your files, and create a procedure to maintain and update your portfolio regularly. Document everything, create a checklist and distribute it to every staff member who qualifies carriers.

If you haven’t checked your CSA scores yet, it’s time to take a look.

  • CSA 2010 replaces SafeStat with a new Safety Measurement System (SMS) that relies heavily on roadside inspections.
  • Carriers will be ranked according to seven Behavioral Analysis Safety Improvement Categories (BASICs.) Six of the seven BASICs are controlled or influenced by driver behavior.
  • You can check your CSA scores now. Lower BASIC scores are better. By early December, those scores will be publicly available on the FMCSA web site.
  • Recent incidents and inspections are weighed more heavily in your score. As your safety record improves, your CSA rankings will improve, too.
